Oak Harbor vs Mukilteo Home Values: Island vs Snohomish

By Glenn Hoch, Washington State Licensed Mortgage Broker, NMLS #71716 · Published · Updated

Oak Harbor vs Mukilteo home values sit about $359,000 apart: Zillow's Home Value Index for September 2026 puts a typical Mukilteo home at $888,421 and a typical Oak Harbor home at $529,335, so Mukilteo runs roughly 68 percent higher. The two cities are linked by the Clinton ferry, but they sit in different counties, and that changes more than the price. Island County and Snohomish County carry different 2026 loan limits, different property tax rates, and different buyer pools. This guide puts the numbers side by side for buyers choosing between the two and for owners on either side thinking about a move.

Glenn Hoch is an independent mortgage broker at Barrett Financial, based in Freeland, with more than 20 years in mortgage lending. He finances homes on both sides of the Mukilteo ferry and shops dozens of lenders on each file, so the comparison below is written from the loan side: what the value gap means for the down payment, the loan program, the tax bill, and the equity an owner can carry into the next home.

Oak Harbor vs Mukilteo Home Values at a Glance

Three public sources measure the two cities in different ways. Zillow's index estimates the value of a typical home, whether or not it sold. Redfin reports the median price of homes that actually closed. The Census Bureau's American Community Survey asks owners what their homes are worth. All three point the same direction.

Measure Oak Harbor Mukilteo Gap
Zillow typical home value, Sept 2026 $529,335 $888,421 $359,086 (Mukilteo about 68% higher)
Change from Sept 2025 Up 1.4% Down 1.9% Gap narrowing
Versus each city's peak Down 0.6% (high set March 2026) Down 4.3% (high set February 2025) Oak Harbor near its high

Redfin's figures move more from month to month because they depend on which homes happened to close. Oak Harbor's median fell 5.5 percent while its price per square foot rose almost 11 percent, which points to smaller homes making up more of the recent sales, not to falling values. For judging which city fits a budget, the index is the steadier guide.

Ten Years of Oak Harbor vs Mukilteo Home Values

Here is the Zillow index for each city at five points, including June 2022, when the post-pandemic run-up crested in both markets.

Month Oak Harbor Mukilteo Mukilteo Premium
September 2016 $297,612 $464,901 $167,289 (about 56%)
September 2019 $354,450 $574,865 $220,415 (about 62%)
June 2022 $528,015 $913,479 $385,464 (about 73%)
September 2024 $515,323 $903,237 $387,915 (about 75%)
September 2026 $529,335 $888,421 $359,086 (about 68%)

Over the full ten years, Mukilteo grew faster: up about 91 percent, against about 78 percent in Oak Harbor. Most of that difference came in the 2020 to 2022 run-up, when the premium widened from about 62 percent to about 73 percent, and it kept widening through 2024. Since then the two cities have moved apart in the other direction. Oak Harbor's index set a new high in March 2026 and sits within 1 percent of it. Mukilteo's peaked in February 2025 and has eased about 4 percent, which brought the premium back to roughly where it stood in mid-2022.

For a buyer, the takeaway is that neither city is in a steep decline, and the gap between them is large and durable. A household priced for Mukilteo has far more room in Oak Harbor, and a household moving the other way needs a much larger loan, a much larger down payment, or both.

How Oak Harbor vs Mukilteo Home Values Meet Two Different Loan Limits

This is the difference most buyers do not expect. Oak Harbor is in Island County, which uses the baseline limits. Mukilteo is in Snohomish County, part of the Seattle-Tacoma-Bellevue metro area, which HUD and the Federal Housing Finance Agency treat as high-cost. HUD's 2026 lookup shows these one-unit limits:

2026 One-Unit Limit Island County (Oak Harbor) Snohomish County (Mukilteo)
FHA $671,600 $1,063,750
Conforming (Fannie Mae and Freddie Mac) $832,750, no high-balance tier $1,063,750, high-balance above $832,750
Price where a 5% down loan turns jumbo Above about $876,579 Above about $1,119,737
Price where a 20% down loan turns jumbo Above about $1,040,938 Above about $1,329,688

Source: HUD FHA mortgage limits lookup, calendar year 2026, FHA Forward and Fannie/Freddie limit types for Washington, pulled October 28, 2026. Loan amounts are illustrations, subject to qualification and a full loan estimate.

Put the typical values against those limits and both cities fit FHA with the minimum 3.5 percent down: about $510,808 in Oak Harbor against a $671,600 limit, and about $857,326 in Mukilteo against $1,063,750. With 5 percent down on a conventional loan, the typical Oak Harbor home needs about $502,868, well inside the conforming limit. The typical Mukilteo home needs about $844,000, which is above the baseline and lands in the high-balance conforming tier. High-balance loans are still Fannie Mae and Freddie Mac loans, though many lenders price them a little differently, which is one reason Glenn compares lenders on Mukilteo files.

The same loan amount can also be treated two ways. A $900,000 loan is jumbo on an Oak Harbor home and high-balance conforming on a Mukilteo home. For Oak Harbor buyers using VA, the county limit matters less: eligible veterans and service members with full entitlement are not held to it, which matters in a city built around Naval Air Station Whidbey Island. The Island County VA loans page covers entitlement, and the Mukilteo jumbo refinance guide covers loans above the Snohomish limit. The 2027 limits are expected in late November.

Oak Harbor vs Mukilteo Home Values and the 2026 Property Tax Rate

Oak Harbor carries the higher tax rate, but Mukilteo usually carries the larger bill. Island County's 2026 levy report puts the total rate for tax area 100, inside the City of Oak Harbor and the Oak Harbor School District, at about $9.13 per $1,000 of assessed value. Snohomish County's 2026 Assessor's profile lists a typical Mukilteo rate of about $7.49 per $1,000, the predominant rate in the city.

Sources: Island County 2025-2026 Levy Rates by Tax Area Report; Snohomish County Assessor 2026 profile, typical levy rates by city and typical residence tax tables. Illustrations use assessed values equal to the stated figure; real bills depend on the parcel's assessed value, levy area, and any exemption.

Two parts of the Oak Harbor rate stand out: the Oak Harbor School District enrichment levy at about $2.39 and the city's levy at about $2.50 including its bond. Rates also vary inside each city, so the lender's escrow estimate should come from the actual parcel. Seniors and people with disabilities who qualify for the state exemption pay a lower effective rate in both counties; Island County lists about $5.57 per $1,000 for the Oak Harbor tax area with exemptions.

What Oak Harbor vs Mukilteo Home Values Mean for Current Owners

For owners, the value gap is also an equity story. On the Zillow index, a typical Mukilteo home bought in September 2016 has gained about $423,500, and one bought in September 2019 about $313,600. The Oak Harbor figures are about $231,700 and $174,900. Those are index changes, not appraisals, but they show why the two kinds of moves look so different.

Moving from Mukilteo to Oak Harbor

An owner selling a typical Mukilteo home and buying a typical Oak Harbor home is stepping down about $359,000 in price before selling and closing costs. That often means a much smaller loan, a large down payment, or a cash purchase, and it can mean moving from a high-balance or jumbo loan into a standard conforming or VA loan. Owners who want to buy before they sell can tap the Mukilteo home first with a HELOC or a bridge loan; the Whidbey Island bridge loans guide lays out those options.

Moving from Oak Harbor to Mukilteo

The reverse move usually needs both the Oak Harbor equity and new income to close the gap. A household with, say, $200,000 of net equity would still need a loan of roughly $688,000 for a typical Mukilteo home, before costs. That fits the Snohomish conforming limit, but the income needed to qualify is far above Oak Harbor's median household income, covered below. Glenn checks the debt-to-income ratio on the Mukilteo payment, including any HOA dues, before the Oak Harbor home is listed. The Mukilteo HOA fees guide explains how dues count.

Staying put and refinancing

Owners who are not moving can still use the values. Conventional cash-out refinances generally cap the new loan at 80 percent of value on a one-unit primary home, which on the typical values means a ceiling of about $423,468 in Oak Harbor and about $710,737 in Mukilteo, minus the current balance. Mukilteo's 4 percent dip from its 2025 high matters here: an owner who estimated equity from a 2025 number may find the appraisal lower. See the Whidbey Island cash-out refinance guide and the Mukilteo refinance guide.

Who Lives in Oak Harbor and Mukilteo

The two cities have about the same number of homes but very different households. The Census Bureau's 2020-2024 estimates:

ACS 2020-2024 City of Oak Harbor City of Mukilteo
Housing units 10,693 8,752
Owner-occupied share of households About 47% About 71%
Single-family detached share of units About 51% About 60%
Median year built 1990 1989
Median household income $76,084 $132,861
Median age of residents 31.5 42.8

Oak Harbor is a younger, majority-renter city, shaped by the Navy base: many households rotate in for a tour, and a meaningful share buy with VA loans rather than rent. Mukilteo is older, mostly owner-occupied, and higher-income, with many households tied to jobs around Paine Field and Everett. The housing stock is about the same age in both. The Oak Harbor naval hospital home buying guide covers the military side, and the Mukilteo, WA mortgage guide covers the city's neighborhoods.

Getting Between Oak Harbor and Mukilteo

The Mukilteo to Clinton ferry is the link, and Washington State Ferries lists the crossing at about 20 minutes. Clinton sits at the south end of Whidbey, though, and Oak Harbor sits near the north end, so an Oak Harbor household commuting to the Mukilteo or Everett side drives most of the island before the boat. That is why mainland commuters who want Whidbey usually look first at Clinton, Langley, and Freeland, and why Oak Harbor buyers more often work on the island or at the base. Oak Harbor's other route off the island runs north over Deception Pass. The Mukilteo ferry commuter guide covers the crossing in detail.

Oak Harbor vs Mukilteo Home Values: Which Side Fits Your Plan?

If the budget tops out near $600,000 and the plan is a low down payment, Oak Harbor is the clear fit: the typical home sits inside the Island County FHA limit with room to spare, and VA buyers have a deep local market. If the household works on the Snohomish side and the budget runs to $900,000 or more, Mukilteo fits, usually with a conventional or high-balance loan, and the higher Snohomish limits keep more purchases out of jumbo territory. Buyers who want Whidbey with an easier ferry commute should also compare the south-end towns. For the Snohomish side, Everett vs Mukilteo housing compares Mukilteo with its larger neighbor, and for north Whidbey, Oak Harbor vs Coupeville housing compares Oak Harbor with the next town south. The Oak Harbor housing market 2026 page has more on the local trend.

How Glenn Prices a Move Between Oak Harbor and Mukilteo

Glenn starts with the county, because the county sets the limits. He checks where the target price lands against the Island or Snohomish limits at the buyer's actual down payment, estimates the property tax from the parcel's levy area rather than a citywide average, and for owners, works out the net equity after selling costs before choosing between a sale-first plan, a HELOC, or a bridge loan. Then he compares programs across dozens of lenders, which matters most on high-balance and jumbo files where pricing varies most. The Oak Harbor home loans and Mukilteo home loans pages cover each city's loan options. All terms and eligibility are subject to a full loan estimate and underwriting.
