Island County Down Payment Assistance: What's Available
By Glenn Hoch, Washington State Licensed Mortgage Broker, NMLS #71716 · Published · Updated
Island County down payment assistance comes almost entirely from the state. No county or city office on Whidbey runs a purchase assistance fund of its own. What buyers here can use are the Washington State Housing Finance Commission programs, which set separate income and price caps for Island County, plus two zero-down loans that do the same job for many island households.
Glenn Hoch is an independent mortgage broker at Barrett Financial, working from an office on Main Street in Freeland. Buyers in Oak Harbor, Coupeville, and the south end ask him the same question in different words: is there local help with the down payment? This guide answers it at the county level. It lists each program that reaches Island County, the cap that applies here, and where the island's home prices fit under those caps.
Every figure below was read on the source page on October 12, 2026, and each source is linked. Program limits change, usually once a year, and funds can run short. This page quotes no interest rates on first mortgages and no monthly payments. All programs are subject to eligibility review and underwriting approval.
Is There a County-Run Island County Down Payment Assistance Program?
Not one that Glenn could find at the source. Island County Human Services describes its housing work on its Housing Assistance page. The programs a resident can screen for there are diversion, deposit assistance, rent assistance, and referrals to temporary housing. Those serve renters and households at risk of losing housing. The page lists no down payment loan or grant for buyers.
The same page explains where local housing dollars go. The Island County Housing Advisory Board, with members from the county, Oak Harbor, Langley, and Coupeville, advises the commissioners on spending document recording surcharges. Its stated objective is extremely low income, very low income, and homeless housing programs.
The state confirms the picture from the other direction. The Commission's downpayment assistance page lists two place-based programs, one for East King County cities and one for the city of Bellingham. Neither covers Island County, and no Whidbey town appears on the list.
That is a finding as of October 2026, not a permanent fact. Local programs appear when a city or county funds one. If you hear of a new fund, ask who administers it and confirm it on that agency's own website before planning around it.
Island County Down Payment Assistance Limits by Program
Every Commission program is a second loan with no monthly payment. Each one must be paired with a Commission first mortgage, either Home Advantage or House Key Opportunity. The table shows the Island County figure where the Commission sets one by county. Sources are the Commission's downpayment assistance page, its House Key limits page, and its Covenant program page.
| Program | Assistance | Island County income cap | Who it serves |
|---|---|---|---|
| Home Advantage DPA | 3, 4, or 5 percent of the first mortgage at 0 percent interest | $215,000 household income, statewide | Any owner-occupant buyer. First-time status is not required |
| Home Advantage Needs-Based | Up to $10,000 at 1 percent simple interest | $126,800 in the program summary; the same page's eligibility list shows $122,100 | Buyers who pass a needs assessment. The Commission points buyers of homes under $250,000 here |
| House Key Opportunity DPA | Up to $15,000 at 1 percent simple interest | $67,450 for one or two people, $84,300 for three or more | First-time buyers, or any buyer in a target area. Needs assessment required |
| Veterans DPA | Up to $10,000 at 3 percent interest | $126,800 | Veterans, Guard and Reserve members, and certain surviving family. First-time buyers, or a target area |
| HomeChoice | Up to $15,000 | $126,800 | Buyers with a disability or a household member with one. One-on-one counseling required |
| Covenant Homeownership | Up to 20 percent of the price, to $150,000, plus closing costs | $128,650 | First-time buyers with pre-April 1968 Washington family roots in the groups the program names |
Two notes on that table. First, the Commission's page shows two different income figures for the Needs-Based program, so treat either as approximate until a lender confirms the current one. Second, the House Key DPA income cap took effect June 8, 2026, and the Covenant figure took effect the same day.
All of these loans come due when the owner sells, refinances, transfers the home, stops living in it, or pays off the first mortgage. They are loans, not grants. The statewide rules and the homebuyer class are covered in the Washington State down payment assistance guide.
Two Income Tests on House Key
House Key Opportunity is the program buyers most often misread, because it has two income tests. The first mortgage has one cap. In Island County that is $118,000 for a household of one or two and $135,000 for three or more, or $130,000 and $150,000 in a target area. The $15,000 second loan has its own lower cap of $67,450 or $84,300.
A household can pass the first test and miss the second. The Commission's House Key Opportunity page also says the first mortgage is only available to applicants using certain assistance, such as the Opportunity, HomeChoice, or Veterans seconds, or buying never-occupied new construction or a community land trust home. A buyer over the DPA income cap who is not a veteran may find Home Advantage is the workable route.
Where Island County Down Payment Assistance Fits Whidbey Prices
House Key Opportunity also caps the price of the home. For Island County the maximum acquisition cost is $550,000, or $625,000 in a target area, effective September 15, 2025. Home Advantage has no purchase price limit of its own.
Set that against what homes sell for. The Redfin Island County page showed a median sale price of about $635,000 for the three months ending August 2026. The Redfin Oak Harbor page showed about $496,000 for the three months ending September 2026. Both were pulled October 12, 2026. Island County includes Camano Island, so the county figure is a proxy for Whidbey.
| Market | Recent median sale price | Against the $550,000 House Key cap |
|---|---|---|
| Oak Harbor | About $496,000 | Under the cap. A median-priced home can fit |
| Island County overall | About $635,000 | Over the cap. Only the lower part of the market fits |
In practice, House Key is mostly an Oak Harbor tool, along with condos and smaller homes elsewhere. Coupeville, Freeland, Langley, and Clinton have run above the cap at the median, so Home Advantage is the usual pairing there. The Coupeville first-time buyer guide works through that town in detail, and the Oak Harbor first-time buyer guide covers the north end.
Target areas are census tracts the Commission treats as economically distressed. Buying in one lifts the House Key limits and removes the first-time buyer requirement. Whether a given Whidbey address sits in one has to be checked on the map on the Commission's limits page. Do not assume it.

Zero-Down Loans: The Other Island County Down Payment Assistance
For many island buyers, the most useful help is a first mortgage that needs no down payment. Two federal programs do that, and both are common here.
VA Loans Near NAS Whidbey
An eligible veteran or service member can generally buy with no down payment on a VA loan. With Naval Air Station Whidbey Island in Oak Harbor, many north-end buyers have that option. A VA loan can be paired with Commission assistance to cover closing costs. The Veterans DPA row above is one example, though it adds a first-time buyer test unless the home is in a target area, and the home cannot have been tenant-occupied within 90 days of the purchase agreement. See the Island County VA loan page and the NAS Whidbey home buyer guide.
USDA Loans in Rural Island County
The USDA guaranteed loan also allows zero down for buyers who meet its household income limit, on a home at an address USDA maps as eligible. Much of Whidbey is rural by that map, but eligibility is set address by address and the income limit depends on household size. USDA's lookup tools were not readable when this page was written, so no income figure is printed here. Glenn checks both on USDA's eligibility site for the specific property. The Island County USDA loan page has the program details.
A zero-down loan removes the down payment, not the closing costs or the prepaid taxes and insurance. That is where a Commission second loan, a seller credit, or a family gift usually comes in. The gift funds guide explains how gifts are documented.
What Island County Down Payment Assistance Covers on a Sample Purchase
Here is an illustration on a home at the Oak Harbor median of about $496,000, using an FHA first mortgage with the minimum 3.5 percent down. The closing cost line is a planning cushion, not a quote. The assistance is figured on the base loan amount.
| Line | Illustrative figure |
|---|---|
| Purchase price | $496,000 |
| FHA minimum down payment, 3.5 percent | $17,360 |
| Base first mortgage | $478,640 |
| Planning cushion for closing costs and prepaid items, 3 percent | $14,880 |
| Cash needed before assistance | About $32,240 |
| Home Advantage DPA at 4 percent of the first mortgage | About $19,146 |
| Home Advantage DPA at 5 percent of the first mortgage | About $23,932 |
| House Key Opportunity DPA, maximum | $15,000 |
At 5 percent, Home Advantage would cover the whole down payment and part of the closing costs, leaving roughly $8,300 for the buyer to bring. House Key's $15,000 would cover most of the down payment. Which percentage a buyer receives, and the terms of the first mortgage that comes with it, are set by the Commission and the lender on the day the loan is reserved.
There is a trade-off. A Commission first mortgage is priced by the Commission, and it may differ from what the open market offers the same borrower on the same day. A buyer with some savings should compare both routes on a written loan estimate. The Oak Harbor cost to buy guide lays out cash to close by loan type.
Habitat for Humanity: Not Island County Down Payment Assistance, but a Local Path
One local organization does help island households become owners, through a different model. Habitat for Humanity of Island County sells homes it builds to buyers earning 80 percent or less of the county's area median income for their family size. Applicants must have lived or worked in Island County for at least a year. Buyers put in sweat equity and take an affordable mortgage that does not exceed 30 percent of monthly income.
Habitat keeps the land in a community land trust under a 99-year renewable ground lease, with a fixed resale formula. It is a specific home in a specific program, not money toward a house on the open market. As of this writing its page says it is not currently accepting applications and offers an interest form for future openings.
How to Apply for Island County Down Payment Assistance
- Take the free homebuyer class. The Commission requires it for every one of its loans. The certificate is valid for two years, so taking it early costs nothing.
- Get pre-approved on the first mortgage. The assistance follows the first loan. Income, assets, and debts are reviewed first, then matched to FHA, VA, USDA, or conventional financing.
- Check income and price against the Island County caps. Household size matters for House Key. A needs assessment applies to the House Key, Needs-Based, and HomeChoice seconds.
- Confirm the address. Look up the target area map for House Key and the USDA map for a rural loan before writing an offer.
- Reserve the loan through a Commission-trained loan officer. Commission loans are originated by participating lenders, not by the Commission. Covenant buyers also go through a pre-reservation step before house hunting.
- Schedule counseling if it applies. HomeChoice requires a one-on-one session. The Commission lists Kulshan Community Land Trust as the provider for Island, Skagit, and Whatcom counties.
Funding is first come, first served on the bond-funded programs. The Covenant program now runs a waiting list because demand has outpaced its monthly funds, so those buyers should start the paperwork well ahead of a search.
How Glenn Helps With Island County Down Payment Assistance
Glenn starts by pricing the purchase more than one way: a Commission loan with its second, a VA or USDA loan with no down payment, and a standard loan with the buyer's own funds or a gift. Seeing the cash to close for each side by side usually settles the question quickly.
As a broker he works with dozens of wholesale lenders through Barrett Financial. Commission programs are delivered only through participating lenders and trained loan officers, so he confirms up front which channel can deliver the program a buyer qualifies for. He also rechecks the caps on the day of the pre-approval, because the figures on this page will change.
For a budget range before touring, see the Whidbey Island home affordability guide. The Whidbey Island first-time buyer guide covers the full purchase sequence, and the Island County FHA loan page covers the loan used in the example above.
Glenn is a mortgage broker, not a housing counselor, attorney, or tax adviser. House Key loans can carry a federal recapture tax if the home is sold within nine years, and that question belongs with a tax professional.

Frequently Asked Questions About Island County Down Payment Assistance
Is there Island County down payment assistance run by the county?
Not as of October 2026. Island County Human Services lists diversion, deposit, and rent assistance for renters and households at risk of losing housing, and no down payment program for buyers. The Washington State Housing Finance Commission lists local programs only for East King County and the city of Bellingham. Island County down payment assistance for buyers comes through the statewide Commission programs, which set their own caps for the county.
What are the income limits for down payment assistance in Island County?
It depends on the program. Home Advantage DPA uses a statewide household income limit of $215,000. The House Key Opportunity second loan is capped at $67,450 for a household of one or two and $84,300 for three or more in Island County. The Veterans and HomeChoice programs list $126,800, and the Covenant Homeownership Program lists $128,650 for Island County. These figures were read on the Commission's pages on October 12, 2026 and are subject to change.
What is the House Key purchase price limit in Island County?
The House Key Opportunity maximum acquisition cost for Island County is $550,000, or $625,000 in a target area, effective September 15, 2025. Oak Harbor's recent median sale price of about $496,000 fits under it. The countywide median of about $635,000 does not, so in much of central and south Whidbey the Home Advantage program, which has no price limit of its own, is the more common fit.
Can I use down payment assistance with a VA or USDA loan on Whidbey Island?
Yes, subject to program rules. Commission assistance pairs with a Commission first mortgage, which can be a VA, USDA, FHA, or conventional loan. VA and USDA loans generally need no down payment for eligible borrowers, so the assistance is often used for closing costs and prepaid items. Eligibility for each piece is reviewed separately.
Do I have to pay back Island County down payment assistance?
Yes. The Commission programs that reach Island County are second loans, not grants. They require no monthly payment, and the balance comes due when you sell, refinance, transfer the home, stop living in it as your principal residence, or pay off the first mortgage. Interest ranges from 0 percent on Home Advantage DPA to 3 percent on the Veterans program.
Do I have to be a first-time buyer to get help in Island County?
Not for every program. Home Advantage DPA and the Home Advantage Needs-Based option do not require first-time buyer status. House Key Opportunity, the Veterans program, and HomeChoice require it unless the home is in a target area. The Covenant Homeownership Program is for first-time buyers under its own broader definition.
